Preliminary Application Assessment

Preliminary applications are assessed through a neutral internal review process conducted by experts from SEA DREAM, Wellcome Trust, and the Foreign, Commonwealth & Development Office (FCDO).

All eligible preliminary applications will be reviewed, among others, based on the following aspects: 

1. Research quality and appropriateness

• Alignment with one or more priority themes: Infectious diseases, Impact of climate change on health, Mental health, and Health Systems and Access to Care
  Relevance to one or more ASEAN Post-2015 Health Development Agenda (APHDA) Health Priorities
• Potential for research to advance science through discovery, build the basis for real-world solutions, or inform policies and interventions
• Clearly defined research objectives and methodology appropriate to the proposed research
• Ethical soundness and consistency with accepted research standards

2. Contribution to SEA DREAM objectives

• Clear and measurable goals and objectives
• Alignment with and clear contribution of proposed consortium activities to SEA DREAM objectives, including: Generating impactful research, Nurturing leadership and research talent, Fostering regional collaboration, and Strengthening research ecosystems

3. Appropriateness of indicative budget and milestones

• Realistic targets within an appropriate timeline that demonstrates a clear pathway towards the intended results of the research and consortium activities
• Budget that is appropriate to the scale and scope of the proposed research
• Equitable distribution of budget between Consortium Partners where appropriate to the proposed research activities and to the geographical and economic context where the research and activities are conducted in

4. Principal Investigators and team’s high-level skill set and capabilities

• Relevant qualifications and experience of the PI, Deputy PI, and Co-PIs in relation to the proposed activities
• Demonstrated leadership and management experience of the PI and Deputy PI in large-scale research and multi-country partnerships
• Clear rationale for team composition
• Clear distribution of roles and responsibilities
